South Korea pension contributions, permitted retroactive payments and tax deductions

South Korea's National Pension record distinguishes workplace insurance, individual insurance and voluntary categories. A missing month might be an unpaid bill, an approved exemption, an excluded period or an incorrect employment report. Those categories determine the next step; a gap alone does not establish a right to purchase pension years.

NPS calculates contributions using standard monthly income within published floors and ceilings. Workplace contributions are shared between employer and employee, while individually or voluntarily insured members bear the applicable contribution themselves. The official contribution page gives the 2026 rate and an income range applicable from July 2026 to June 2027; using an older fixed percentage can therefore misstate a payment. Health insurance has a separate contribution assessment. Korea also operates employment and industrial-accident insurance, so identify each payroll line rather than treating all statutory deductions as pension saving.

Establish which missing periods can be restored

Ask NPS for a period-by-period coverage history and the reason for every gap. Eligible postponed-payment periods can be paid retrospectively under a specific application, based on the contribution calculation then applicable and within the legal period limit. This is not a general purchase facility for all uninsured years. Separately, someone who resumes insured status after receiving a lump-sum refund may restore the corresponding period by returning the refund with interest. Ordinary unpaid contributions and payroll reporting errors need collection or record correction. Obtain NPS's approved months, quotation and payment terms before comparing costs.

Check voluntary membership and available credits first

An eligible person below the normal compulsory-coverage age boundary who is outside workplace and individual insurance may apply for voluntary membership. Current or former members reaching that boundary may apply for voluntary continued coverage to extend their record, subject to NPS conditions. The coverage office must establish the correct category, especially for a foreign national or someone insured under another public pension system. Ask whether unemployment, childbirth or military-service credits apply before assuming every additional credited month needs a personal payment. Some credits and subsidy rules changed in 2026.

Use personal contribution evidence for the tax calculation

NPS states that eligible personal pension contributions, including qualifying retroactive contributions, can receive an income deduction for a person with the relevant taxable income. The employer's share, late charges and repayment of a previous lump-sum refund are excluded from that pension-contribution deduction. These distinctions matter when comparing two ways of restoring coverage. Obtain the NPS contribution certificate and reconcile it with the National Tax Service record for the payment year. A deductible amount is not the tax saving itself, and a person without sufficient taxable income should not assume an equivalent refund.

Which step should you take next?

  1. If the NPS record has a gap, ask whether it is unpaid, exempt, excluded or incorrectly reported, and obtain an official correction or eligible-period quotation.
  2. If considering voluntary or continued coverage, confirm the membership category and check credits, subsidies and any social-security agreement before paying.
  3. If tax savings matter, separate deductible personal contributions from refund repayments, late charges and employer contributions, then confirm the actual tax effect with NTS.

What the cost calculator needs

Use the NPS coverage statement, payment notice and paid-contribution certificate for personal cash and approved retrospective months. Reconcile payroll deductions with the National Tax Service's year-end data and use its confirmed tax reduction, rather than the certificate's deductible amount. Enter the employer share and confirmed government subsidies separately; unpaid assessments and non-cash credited months are not personal cash contributions.

It adds confirmed payment amounts and separates cash tax savings from funding paid by others. It does not calculate statutory liability from salary, buy contribution years, choose an insurance product or predict pension entitlement.
