Singapore CPF contributions, missing payments and tax-aware top-ups

A CPF payment can fund retirement, housing or healthcare, and different payment routes have different limits. Start with citizenship or permanent-resident status, age, employment category and the intended account. A voluntary cash top-up does not resolve an employer's unpaid statutory contribution.

Identify the compulsory payment and its payer

Employers generally pay CPF for Singapore citizen and permanent-resident employees working under a contract of service; foreigners who hold neither status are exempt. Employee and employer shares vary with age, wages and the stage of permanent residence. Use the CPF Board's table effective from January 2026, including ordinary and additional wage ceilings, rather than a single salary percentage. CPF account allocations also support housing and MediSave healthcare needs. Self-employed and platform-worker obligations require their own assessment, so a standard employee payroll calculation should not be reused for them.

Recover missing CPF through the correction process

Compare the contribution history with payslips, contractual wages and the relevant CPF wage rules. The Board tells employees to approach the employer promptly and request correction. If the response is unsatisfactory, report non-payment or underpayment to CPF Board with the employment contract, payslips and other evidence. Recovery becomes harder when evidence is old. Keep a disputed amount outside a confirmed contribution comparison until the Board or employer corrects the record. Paying extra into your own CPF account is a different transaction and should not be described as purchasing the missing employment period.

Choose a permitted voluntary top-up route

Distinguish a voluntary payment allocated across CPF accounts from a cash retirement top-up and a MediSave-only top-up. The three-account form is not the retirement-only form, and accepted top-ups are irreversible. Obtain the receiving account's available headroom and the applicable annual or account limit before paying. The Board identifies separate treatment for self-employed people and platform workers, including whether MediSave liabilities have been settled. When comparing choices, record the purpose, recipient and amount accepted, rather than assuming every CPF deposit creates an equal increase in immediately accessible retirement money.

Check relief and matching grants before committing cash

IRAS distinguishes eligible cash top-ups from CPF transfers and ordinary voluntary three-account payments. Retirement and MediSave cash-top-up relief share specified personal and family limits and sit within the overall personal relief cap. Recipient balances and some relatives' income affect eligibility. Cash top-ups attracting the retirement matching grant are excluded from this relief from the 2025 contribution year; qualifying MediSave matching amounts are excluded from the 2026 contribution year. Check the relevant assessment year and the actual tax bill. A deduction reduces taxable income and is not a cash refund equal to the contribution.

Which step should you take next?

  1. If a payslip deduction is absent from CPF history, ask the employer to correct it and use CPF Board's reporting route with evidence before considering an extra personal payment.
  2. If making a voluntary payment, confirm the exact account route, accepted headroom, citizenship or permanent-resident eligibility and any outstanding MediSave liability with CPF Board.
  3. If seeking tax savings, check IRAS relief and matching-grant exclusions for the contribution year, then compare the confirmed tax reduction against the cash committed.

What the cost calculator needs

Use CPF contribution history and payslips for your actual employee share, and the top-up receipt for additional personal cash. Use the IRAS assessment or an IRAS-confirmed calculation for the actual tax saving, not the deductible amount. Enter employer contributions and CPF-confirmed matching grants separately. Do not count a transfer between your CPF accounts as new personal cash or treat an unremitted employer amount as received.

It adds confirmed payment amounts and separates cash tax savings from funding paid by others. It does not calculate statutory liability from salary, buy contribution years, choose an insurance product or predict pension entitlement.
