Israel pension contributions, missing deposits and tax relief
Israel has two records to inspect: National Insurance coverage and deposits into a funded pension arrangement. Paying one does not automatically repair the other. Start with your employment status, residence status and the salary actually insured for pension purposes.

Separate insurance charges from pension deposits
Bituach Leumi collects national-insurance and health-insurance payments, while mandatory funded pension saving follows separate employment rules. Employee and employer national-insurance liabilities differ, and health-insurance deductions form a separate component. The official salaried tables effective January 2026 distinguish wage bands and personal categories; self-employed, non-working and foreign-worker cases require their own assessment. A pension payslip should also distinguish employee deposits, employer deposits and any severance component. Compare those entries with the receiving fund's statement. A deduction on a payslip alone does not establish that the fund received it. Ask payroll which salary components and employment agreement govern the insured amount. Eligible self-employed people also have mandatory pension-saving obligations; confirm the applicable exemptions and any salaried contributions already counted.

Obtain Bituach Leumi's certificate of insurance periods and employers, then compare recorded months and employer details with contracts, payslips and employment dates. Ask the Institute to investigate omissions or an incorrect status. Missing funded-pension deposits require a separate reconciliation with the employer and pension provider, and unresolved employment breaches can be taken through the Ministry of Labour route. Bituach Leumi describes employer arrears as an employer debt, potentially with additional charges; an employee should not assume responsibility for paying that debt personally. Neither record correction nor debt settlement establishes a general right to purchase arbitrary past pension years.

Independent deposits into an eligible pension arrangement can be relevant for a self-employed person or for a salaried worker with income outside the insured salary. They remain subject to the product rules, contribution classification and the person's existing mandatory payments. Ask the provider to identify the receiving account, payment deadline and whether any insurance cover continues during an employment gap. Do not assume that a new deposit restores expired cover or repairs an employer's missing remittance. Obtain a written allocation showing which amount builds retirement savings and which, if any, funds insurance or charges.

Official guidance distinguishes a deduction from taxable income from a credit against tax for qualifying pension payments. The result depends on the payment type, income, insured and uninsured salary, other pension contributions and applicable annual limits. A government explanatory leaflet establishes these distinctions but is not a current-year ceiling table. Use the Tax Authority's relevant-year booklet and the provider's annual tax certificate before claiming relief. Payroll may already have granted part of the benefit, so do not count it again in an annual return. Enter the confirmed reduction in tax in a cost comparison, rather than treating the full eligible deposit as a refund.

- If a month or employer is absent from the Bituach Leumi certificate, request a record investigation with employment evidence before considering any extra payment.
- If payroll deducted pension money that the fund did not receive, reconcile the employer remittance and use the official labour-enforcement route where needed.
- If you want to add an independent pension payment, obtain the provider's allocation and a tax-year-specific confirmation of the remaining credit or deduction.

What the cost calculator needs
Use the Bituach Leumi payment statement and employment-period certificate, pension-provider deposit ledger and annual tax certificate, and payroll records to identify personal payments. Use a Tax Authority assessment or confirmed payroll/return calculation for the actual tax reduction after relief already used. Show employer pension/severance deposits and any separately confirmed support outside personal cost. A deposit amount cannot determine coverage, historic credit or tax eligibility.
It adds confirmed payment amounts and separates cash tax savings from funding paid by others. It does not calculate statutory liability from salary, buy contribution years, choose an insurance product or predict pension entitlement.
