China pension contributions and back payments depend on place and insurance status
In mainland China, employee basic pension insurance, resident pension insurance and the voluntary personal pension account are different arrangements. Provinces and cities administer important contribution details. A national headline rate cannot establish an individual's bill, missing-year remedy or retirement eligibility, especially after a change of job or place of insurance.

Identify the scheme and the local assessment
The Social Insurance Law provides for employee and employer basic-pension contributions, alongside basic medical, unemployment, work-injury and maternity protection. The payer differs by insurance type and employment status. Flexible workers without employer coverage can have a different personal contribution basis, while resident pension insurance follows its own payment structure. Obtain the current province or city's assessment, contribution base, applicable month and personal/employer split. Shanghai's official service material illustrates why employee and flexible-worker categories cannot share one contribution calculation. Medical-insurance treatment and local subsidies also need separate confirmation.

Employees can query contribution and entitlement records and ask the responsible authority to correct missing information. Where an employer failed to pay the required amount, the law provides a collection and make-up process. Bring employment, wage and payment evidence to the competent social-insurance and collection offices. A period of voluntary non-participation is a different case: Shanghai explicitly says flexible workers cannot retrospectively add years through later make-up payments. Do not extend that local statement into every resident-scheme or transitional case. Obtain a written local decision identifying any permitted period, amount and deadline.

Ask the local service office whether employee-style flexible-worker insurance or resident pension participation fits the actual status, and whether a local subsidy is available. Separately, the nationwide personal pension system allows eligible workers already participating in basic employee or resident pension insurance to make voluntary deposits into a designated personal pension account. It is supplementary saving with specified products and withdrawal conditions. Funding that account does not repair basic-pension service records or replace mandatory employment contributions. Confirm identity, existing basic-insurance participation, the account details and accepted payment before transferring money.

Qualifying personal basic pension, medical and unemployment contributions can be special deductions within the statutory scope and standards. The separate personal-pension tax policy applies nationwide from the 2024 contribution year and permits deductions within its annual ceiling against eligible comprehensive or business income. It defers tax on qualifying investment income and applies its own tax treatment at withdrawal. Use the personal-pension platform's deduction certificate and check the individual-income-tax record. Neither the annual contribution ceiling nor a deductible payment is the actual tax saving, which depends on income and relief already used.

- If a basic-pension month is missing, classify it with the local office as an employer underpayment, reporting error, uninsured gap or specially eligible make-up period.
- If contributing without an employer, confirm the province/city, employee or resident scheme, contribution base and subsidy eligibility before selecting a payment amount.
- If making a personal-pension deposit for tax reasons, verify basic-insurance eligibility, account restrictions and the tax authority's confirmed deduction and resulting saving.

What the cost calculator needs
Use the local social-insurance entitlement statement, tax collection payment certificate and payslips for actual personal basic-insurance contributions. For personal pensions, use the designated account receipt and information-platform deduction certificate. Obtain the actual tax reduction from the Individual Income Tax app/assessment or tax office. Record employer payments and confirmed local government subsidies separately; never infer nationwide eligibility, a buyback right or a pension uplift from the cash amount.
It adds confirmed payment amounts and separates cash tax savings from funding paid by others. It does not calculate statutory liability from salary, buy contribution years, choose an insurance product or predict pension entitlement.
